What the heck is going on here?!!!!

take a look at the first pic, theres a weird box around my folder..and whenever i click another icon, the box goes onto the clicked icon

edit: the box thing didnt transfer to the snapshot..but it happens

next, look at the drop down menu...wtff?

Somehow you managed to turn on the VoiceOver utility(Command+F5) in the Universal Access system preferences. Just repeat the key combo to reverse it or go into the System Preferences to turn it off.
