You're both correct then. Since 11:15pst would be 2:15 in Georgia.

I thought it refreshes about an hour after close or throughout the day when shipments arrive. I remember scoring a 5S gold around 1pm release week randomly checking.

Nope, doesn't update right after they close, it's between 11-11:30pm pst so late at night for the east coast.
