For ordering phones, you can check Apple.com at 06:00 Eastern. Normally, you can get the same day pickup, too.
I would try the same time (local to you), for the watch...

Confirming what SHKLMRE already stated - 8am local is indeed the time.

I was able to online reserve 2 watches and an iPhone for same day store pickup over the past few days by being ready for stock refresh at 8am.
