Saw a thread on this earlier today but what folks have been saying is late morning west coast / early afternoon east coast. Something like 10 am pacific time.
To be honest, unless someone has insider info from Apple, I don't think we'll ever get a time.
It's best to check at your leisure throughout the day.
It is advantageous for Apple to not announce iOS4's arrival because then people are free to discover it for themselves and not crash the servers.
If it were released at a specific time that everyone knew, Apple couldn't handle the thousands of people trying to download and update simultaneously.

Failing to search. If you have a question, it may already have been asked and answered in the forums. If you have an issue to discuss, there may already be a discussion about it. Set a good example by searching for existing threads before starting a new thread. When other people (especially new members) fail to search and start new threads on old topics, don't scold them or make them feel unwelcome. The best way to be helpful is by posting a link to a previous relevant thread.

Yeah, at this point, all the evidence is variable. It's best to just check at a random time throughout the day. Keep in mind we're all getting iOS4, we're not competing to get it first.
