I've bought iPhone 3gs for my wife. I tried to unlock it but I saw that its serial starts with

88147xxxxxx

which means it was produced in 47th week of 2011.

At the moment, as I read, this phone cannot be unlocked to all carriers. What does it mean? Will it stay like this forever or the hack for it will appear soon?

Any suggestions?

You can unlock it, but it involves flashing the iPad baseband which messes up your GPS. Otherwise there is no way to unlock it other than via your carrier. No hack will come out, 3GS is way too old and unlocking is too hard anyway.
