iPod touch what to do?

i have bought a ipod touch 2g 16gb on ebay, however the software version is 3.1.3(is this good)? now i wanna jailbreak this, how do i do it?(and how to check if this is done already) do i need to upgrade/dowgrade it first(would it better if i do so?)
