Been a developer/tester for years, but have never looked into iOS as a platform for development.

What tools are available for iOS development? Both payware and/or free/open-source?

Can iOS apps be developed in Windows?

The most solid answer is Xcode from Apple. When you want to sell via official app store you get it with you membership in develop program. C/C++ and mainly ObjectiveC

There are some 3rd party code generator around; but no experience from my side with those.

No windows with Xcode; Mac only
 
I have started to dip my toes in the web app water.
There are many options but if you have some html/css/js under your belt (i don't) it helps a lot.

I signed up for Application Craft www.applicationcraft.com
They have a very nice service as you write the app the code is live viewable on your phone and for general distribution. neat stuff.
They also integrate with Phone Gap so the code can be used for app store distribution to all of the mobile OSs.
