I just noticed there's a percentage figure if I go into Settings -> General -> iPhone Storage -> iCloud Photos. What does this percentage indicate? My photos should have all been uploaded to iCloud long ago. Also, this percentages seems to swing back and forth (in the screenshot it was already 12% but when I look at it now hours later, it's back to 2%)
