what version of the iOS comes on new 3GS

I was wondering what version of iOS comes on the 3GS phones at apple stores? is it 3.1.3 or does it come with the latest version 4.3. or 4.3.1?

Noone knows.
If its a refurb it might come with 4.2.1 if new maybe 4.3
A friend got a new iphone 4 yesterday and came with 4.3 so you never know and cannot tell untill you plug it into a computer and activate it.
