I wonder what will happen if you like have a July 2019 13 inch MacBook Pro with a butterfly keyboard and it breaks

That really won't be a problem, back in the day Apple had a repair program for the 2011 MBP, as its GPU was defective. That program ended around 2017, so a four year window won't be any issue

Apple will have plenty of parts to repair them. If it somehow gets to a point where Apple runs out of parts, and yet your computer is still covered by the repair program, they'd probably replace yours with whatever the current equivalent model is at that time.

One of the silver linings for you is if your keyboard should die, they will likely do a top case replacement. So you will get a new keyboard, plus new battery, trackpad, and the Al top of the case. They are kind of glued and screwed together so they usually replace them as a single unit.

I was in this case where my MacBook Pro 2018 had a defective key on butterfly keyboard and got a top full case replacement ... but do you find it fait to have this recall program for 4 years only then let the consumer having a potential issue with its design faulty keyboard and have him pay for This ?

Are there legal calls via consumer groups or whatever against this strategy ?
 
I believe Apples policy is to guarantee spare parts for 5 years, then the system becomes ”vintage” and you have two more years where they will repair IF they have parts. After 7 years the system is ”obsolete” and Apple will not repair. This is general for all systems and parts.

The four year program for keyboards is basically an extended warranty so that you do not have to pay for the repair.
