I have an old computer screen with a VGA port and I have an iPhone 5. Is there a wire on apple.com that lets you connect the iPhone to the screen so I can watch movies on it?

VPN shouldn't have any relation to simply outputting the video content from the phone to a monitor/display through a wired connection.
