What would be the difference between downloading 32 bit and 64bit Windows?

I was going to use it with VirtualBox.
Does the 32 bit version allow using 32 bit Windows applications while the 64 bit version doesn't?

The 64 bit Windows version can run 32 bit applications and 64 bit applications. Also the 64 bit Windows can address more memory in your computer.

The 32 bit Windows version can only run 32 bit Windows applications.

It is always advisable to install the 64 bit version of Windows (or any other OS for that matter) if your hardware allows it.
