What's a good free photo-editing app with lots of Frames?

Anyone know/can recommend such an app? The ones I use (fotolr) don't have a lot of frames to add to my photos.
 
Really "free"? You can't spend a couple of bucks? Lo-Mob is awesome but it might break your bank at 1.99 :rolleyes:
