What's consensus on why the 15" MBP didn't get Force Touch?

Seems strange they updated the 13" but not the 15" no? Maybe Apple is waiting for a more substantive rev of the 15" to update it? Something else?

The chips for the 15 inch still aren't available simple as that....

The 13" got a 5th generation processor based overhaul, not just the trackpad. The higher performance quad core versions of that CPU architecture (as used in the 15") will not be available until the second half of the year.

It is likely because Intel's Broadwell chips for the 15" still aren't ready.

Reasonable. I guess it wouldn't make sense for Apple to update on the trackpad in the 15" now, then a few months later update the CPUs (and piss off all the buyers between now and then).
