What's going on with the battery draining in Ventura?

I just want my battery to go to 100% and stay there until I unplug the computer and drain it myself. But with Ventura, it's draining to 80% then back up to 100%, then back down and back up, even when plugged into to AC. Not sure what's going on. Anyone know how to shut the battery optimizing feature off completely?

in system settings: battery>battery health: click on the 'i", and you can turn optimize off
