Whats the best "city building game"

I see these games all over the store, but I don't know which to pick.

I'm looking for a game in which I can just build a town, or park, or whatever the theme of the game might be, I'm not interested in fighting other towns or any of that, just purely the town building part.

Any recommendations for me?

I second the Sim City post. Great game based off of Sim City 3000. Really great on a iPad.

I'm playing the Simpsons Tapped Out at the moment which is really fun, however Sim City seems like the better choice as it is more focused on the building of the city. Simpsons TO is a bit too freemium for my liking, but still fun.
