What's the best rMBP and external display combo to get Retina output?

I want to setup an external display monitor connected to a 13 inch Early 2015 rMBP in a clamshell mode.

I am looking at this Dell 24 inch 4K http://www.bhphotovideo.com/c/product/1106148-REG/dell_p2415q_2415q_3840x2160_24_hd.html

Will this setup be able to get me a Retina quality resolution at 60 Hz?

I'd say you should give this search a whirl, it'll probably answer your questions. I'm not certain the 13" can do 60Hz, but I may be wrong.
