I often find myself reading article or watching a video and I want to step outside to smoke or whatever. What's the easiest most efficient way to share a link from my laptop to my iPhone?

You could add it to your reading list in your desktop safari and then open it on your iPhone. Or message the link via iMessage to yourself. That's how I do it most of the time just because I never use the reading list feature.

I like the texting the link to yourself, that's clever!

On second thoughts, if you've Safari checked in your iPhone's iCloud settings (and of course if you use Safari and use iCloud there too), then tabs are synced across these two devices.

I'm a Chrome fan because of this. Another option is read it later services, such as apps like Pocket

Evernote is also a good option. There you can create a list of links organized by topic for instance.

As others have mentioned, iCloud syncs Safari across all your iDevices- iPhone, iPad and Mac (when running off the same iCloud account). You do have run Mountain Lion (10.8) on your Mac to get this feature. Chrome has this regardless of OS as long as the devices are on the same google account.
