The Weather Channel, WeatherBug, iMapWeather Radio and WunderMap all allow notifications and there are probably others.

I really have to recommend an app I just found yesterday called Fahrenheit. It's on sale now for $.99 but I think there's also a free version. It's really simple, gives you lots of information, and best of all - updates the icon badge with the current temperature. Check it out.

There's also a Celsius version if needed.
