go to chrome://flags enable 'Accelerated overflow scroll', 'GPU compositing on all pages' and other gpu options you see

for reference in linux installed on my rmbp the intel drivers are not working properly yet so i am currently running the graphics entirely on the cpu through software directly to the framebuffer (that means no iris pro igpu), and scrolling in chrome still maxes out the vsync of 60fps. so the hardware is definetly capable of smooth scrolling

That's promising.

Still be interested in hearing the fps with out of the box settings for OSX Safari and Chrome on the different models.

The stuttering of the original 13 retina was disappointing to many, like to see how far things have improved...
