I mean back in the days Nokia, BB and almost every mobile company would allow you to only restore certain parts of a backup.

and export a particular file/db.

i cant think of anything else that they just done care if you have data or not. its not like they offered users an easy way to migrate to the iphone. would have been so easy for them.

but there are 3rd party softwares that do what you want but they cost around $30
 
Apple is not about choice but ease of use. Look at TimeMachine, it has very few features. I think apple keeps things simple and the idea of selective back ups/restores falls outside of their philosophy because selective restores could cause issues they're unaware of.

I'm not defending their actions just pointing out why I think they do it
