I'm starting to find the rubber band scrolling effect annoying. Is there any trick to disabling this? What's the point of it other than it's 'cute'?

Also, I'm finding to scroll down/up in a Safari window on my Magic Mouse - I need to do 1-2 up/down swipes before it'll kick in to scroll. Is anyone having this issue?

I don't know of any kosher way to disable it since it's deeply engrained in the system and in every program with scrolling

It's dumb and is a feedback indicator for when you can't scroll anymore for when people can't just... look at the scrollbar lol
