Whats the secret to getting Color Balance on new Apple TV working?

Brand new ATV 4K arrived. Tried to use my iPhone 11 to do the color balance on my Samsung TV. I get stuck on step 1 (where you turn the phone around, and put it an inch from TV in the box......), nothing happens after this. I've tried IOS 14.6, IOS 14.7 beta, signed out of iCloud on ATV and back into iCloud on ATV. Nothing seems to work. Ideas?

I had to move the iPhone a little closer than an inch to get it to work. The instructions say avoid bright settings on your television, such as vivid or sports modes.

When the feature was released, it too me several tries with the phone to get it to work.
