Whats the story behind the iMac Rev.A Rage IIc?

In that one place
I upgraded the Rage IIc in my iMac from 2MB to 6MB years ago and it got me thinking, why is it upgradeable to begin with seeing as those things aren't very user friendly.
Was it some kind of BTO option or a canceled project like the mezzanine port?
