what's with this icon?

I just got my Macbook today and fully updated it via software update.
Now my System preferences look like this:
(notice the Universal Access icon)
What's the deal?

I have only seen this happen on Intel based Macs....

Just like Safari sometimes being able to crash your Mac when editing some prefs. Seen it on MacBook Pro's and Mac mini Core Duo's.
Never on PPC Macs (yet).

Thanks for jumping in with the answer, folks. I actually have it saved in iSnip, so I just cut and paste when needed. It's faster than tracking down an old thread or a guide.
