All of a sudden I have this “TO” icon in the listing of messages in my inbox:

What does it signify, and how do I return things to how they were before?

Couldn't say...don't have that on mine (13.4). I am not using smart mailbox or VIP, etc and wishing the old mail app.
My mailboxes are above favorites...(who in their right or left mind have favorite mailbox, nonsense to me).

I don't know what that is either. But I only have one email account hooked up to Mail (all others are web-based mail). I'd show you, but tbh I don't want to go through all the effort of censoring stuff. Maybe try having just one account?

favorites are great! i have my most-used mailboxes in the favorites list at the top. just a great organizational tool (if you want it). and my less-often-accessed folders, archived email, etc that i don't need in front of me all the time... not in the favorites list. love that 👍

Based on our conversation in another thread on Mail, what I missed is the Inbox view of all mails received in each account.

not sure what you mean; my inbox, by default, shows all the inboxes; i can click on the disclosure triangle to show them separately, or as one 'unified' inbox...

In Mail prior to Ventura...see below, the left side had Inbox, then under-neat all accounts. So, one cam select Inbox to see all new emails each day. Because I push Favorite down (Mail in Ventura), I had to configure each individual accounts and in doing so, lost that ability

the unified (& separate) inbox is part of favorites. if you're not using favorites, empty that section of any custom folders. then you'll only have the inboxes, sent, drafts, and trash... and you can put that (ie 'favorites) back at the top.

fwiw, you can remove those from favorites as well (ie trash, drafts, etc)...

The only way was create custom accounts, and they're not in or associated with favorite...I am not going to mess with it further since I use only for business email accounts. All accounts are above and nothing under favorites...see pic below.

have you tried, for example, adding your inboxes to favorites? then they should be there, with as a unified inbox... and the disclosure triangle... to see the individual ones. then you can do the same (if you want) for sent, drafts... anything.

Yes, but the "favorites" messes with my mind creating duplicate or repeating twice each account.

'messes with your mind'?

think of favorites as the mail equivalent of aliases, a standard mac feature since forever. really, am trying to help, but will leave you to it.
