iPhone 11 Pro When am I charged?

I am thinking about getting the 11 Pro 256 GB via Apple. The site says it's not available in the local Apple Store but would shipping near the end of the month. If I ordered today would I be charged today or when it is shipped? I don't want to pay for something almost a month out if I can't use it. That being said will shipping estimates change as stock is updated and is their a way to get notification when my phone of choice is available? I can't seem to find a clear answer anywhere.
