When can I upgrade my iphone?

I have a 1.5 year-old iPhone 3G. When can I upgrade to the iPhone 3GS or the, when it comes out, the iPhone 4? I bought my iPhone 3G from AT&T in January 2009. Thanks in advance! Where do I have to buy the new phone?

If I am able to upgrade to a newer model, do I need to buy the new phone at apple/AT&T store or could I buy it from place where it is cheaper (ebay, walmart, etc). Thank-you
