Do Apple take your money from your account when you order (tonight) , or not until they dispatch the phone (3-4 weeks) ?

No problem! And do not be alarmed if they take it while "Preparing to dispatch" as this means your phone is actually on the move but probably not with the courier (Such as, about to be loaded on a plane)
