When do contacts sync with iCloud?

Noticed that if the phone does not have data on and a contact is created it never gets to the cloud. Going back into the contact and changing anything once data is active and it sync's right away. Have waited several days and even sync'd with iTunes and the contacts will not go to iCloud if created when no data is available.

Any suggestions?
