WHEN do lockscreen notification icons blink ?

Hi guys,

Can someone please explain me - when exactly do notification icons like this blink (flash on and off till the screen goes to sleep) on the lockscreen ?

What's weird is if I receive notifications, for example an email on my iPad, the mail icon on my iPad's lockscreen blinks but on my iPhone it doesn't.

Mine doesn't. It never blinks on my iPhone. Does on my iPad though. So confused why and what that implies... :confused:
 
Thanks for your reply but doesn't work at my end with the circumstance you described. For instance if I receive an email (and the phone is locked, screen is turned on), the notification comes in, for a moment it says 'loading' and displays the first line, but through everything the icon never blinks.
 
Only blinks on the iPad for me, not on the iPhone. Not sure why but it doesn't bother me.
