When does the 30-day return policy start?

Does the 30-day return policy start when you pre-order or when you receive the phone? I would assume when you receive the phone, but you never know what some company's will do. On a side note, my phone has the yellow pictures in artifical lighting, especially in CFL's, as well as the green hazy spot under CFL and regular fluorescents and thinking of returning, but I'm trying to wait and see if Apple comes out with a software fix for them first. The yellow I can see being a white balance, but not sure what exactly about fluorescents causes the green and if it can be fix by software, but it seems to be rampant. Even the front camera has a little green in, but nowhere near what the back does.
