When i click something, it gets this weird box around it. How do i make this go away?

So a while ago i was playing around with the settings on my macbook and it seems i turned something on that makes it so everytime i click something it gets this weird black box around it.

Ive looked online and have read that it was an issue with voice over but voice over is not turned on nor are any settings in that window checked on.

Is there a solution to this? It's gotten to be a bother, so if anybody has any help for me it would be much appreciated!
