when i make a change to my contacts does it instantly do so in icloud?

also i restored my phone and signed in with my apple id but didn't restore from a backup, i set up as a new phone and all my contacts were there

If you have push set to 'on' for your iCloud email then yes, it happens pretty much instantly.

If you have it set to a slower update schedule for your mail then I think it just uses that.

I'm pretty sure it's instant. The change should take place on all devices within a minute.
