When I'm in a wifi area, does my 3G data get used up as well?

No. WiFi trumps 3G, assuming you have WiFi on. Only when you see the big "3G" on the phone/iPad will you be using your 3G data plan.
Sure thing. Just remember, of course, you will need to connect to the WiFi hotspot in question in order to get access to the WiFi; otherwise, yes, you will still be using your 3G. Normally the iPhone/iPad will prompt you to see if you want to join a particular WiFi network.
