I'm watching the keynote right now, and the presenter, Jeff I think, said the ECG feature was coming later this fall. I want to get one of these for my mom, but not if the ECG feature is MIA. Wanting to avoid a delayed Airplay 2 situation or worse, AirPower mat.

It depends on where you live. Every country has it's own version of the FDA.
The U.S. FDA has approved this device. Software is not ready.

This MacRumors article has it covered pretty well. The article points out that you can visit your country's version of the Apple Store online to check. For example the U.S. Apple website for Apple Watch 4 talks about the ECG, but Apple's sites in the UK and Canada do not.

If cost is a factor consider getting Mom an AliveCor KardiaBand. It will do the same thing as the one on the Apple Watch for about $90. AliveCor makes a $200 Apple Watch band with an ECG built in. Works with Apple Watch before version 4.

Most Apple Watches can detect a first sign of Atrial Fibrillation now: a situation where your heart is beating "fast" when you have been at rest for 10 minutes.
