If it's in an enclosure, no you don't. Just make sure you pack it well. If you are going to use peanuts as a filler, then I suggest you put the drive in a sealed plastic bag in a box and then add the peanuts.

If it is a bare drive (with exposed electonics) you do need a static bag.
