When shipping a Hard Drive (external) Do I need an anti static bag to ship it in?

If it's in an enclosure, no you don't. Just make sure you pack it well. If you are going to use peanuts as a filler, then I suggest you put the drive in a sealed plastic bag in a box and then add the peanuts.

If it is a bare drive (with exposed electonics) you do need a static bag.
