when the new umbp comes out - is it likely to have a brand new operating system?

No. It will still be at 10.6 Snow Leopard.

No. The new version of OS X isn't likely to appear for a year to 18 months minimum. The DVD that ships with the new machine may, however, have updated drivers if the hardware has changed significantly

As others have stated, what you see now on other MBPs is what you're going to get. There may be a minor change (10.6.3), depending on when Apple is going to release the refresh.
