I want to buy the new 21.5" iMac ($1300), and I need one in the next month or so. When is a good time to buy it (if the price goes down) and from where?
Will they run out of the new iMacs to ship?

You can purchase online - depending on the retailer they may not charge you sales tax. Whether you pay the tax is up to you. Amazon, MacMall, B&H Video, MacConnection, etc.

Supplies are limited though.
 
Apple rarely discounts iMacs. You may get a $100 education discount if you have a valid edu address.

Apple only updates their iMac traditionally anywhere between 6-12 months. This is an entirely new design. So the next update in 6-12 months will just be a "spec" change in processor and maybe some minor tweaks.

So if you plan on buying in the next 6 months don't expect any price reductions.
