When wifi hotspot expires, (still connected to the access point but no Internet access), how to fall back on 3G automatically?

You may have to shut off wifi. Devices won't fall back to a network type unless you lose connection normally. For the very same reason, you can't use the speed of both the 3G/4G connection and WiFi at the same time. We're not running in duplex.

No way to do what you are asking. You need to forget the network or as was said shut off wifi saves the network setting if you plan to use them again.
