When will all phones have to be legally unlocked?

You imagined this. There was never such a law in the US.
You're confusing it with the law that made third party unlocking legal again (the one that practically did nothing because people used third party unlocks without punishment when it was "illegal" anyway).

Maybe you're also thinking about the unlock agreement with the FCC?
Rather than face regulation the major cell carriers agreed to provide unlocked devices starting January, 2015. That is, if the phone is made after that date it will come unlocked. This obviously excludes the iPhone 6/6+ and before.
Again, this is an agreement, not a law.

I would love to just pay outright for my phone, but since the real carriers do not give you a discount for bringing your own device, its like throwing money away to not take the subsidy. Even if ATT did suddenly start sane monthly pricing, I have grandfathered unlimited data and I am sure they will not let me keep it.
Sane meaning you don't pay the same price each month regardless if they give you a subsidized phone or bring your own fully paid for.
Oh, is that all? Lots of options then.

There also a bunch of AT&T MVNO's aside from StraightTalk (assuming AT&T locked phone). So far, absolute cheapest plan I've seen if you're always on wifi and don't do a lot of calls and texts is $40 for one year of service (H2O Pay As You Go $10).
As far as service pricing, I like Ting's (Sprint MVNO) approach.
That's the entire basis of their current plans. They just don;t retroactively give you a better deal on their own plans. The discount in the current plan is calculated into the plan price (because you aren;t paying monthly for next). It's simply broken down differently, that's all.

Im on the $35 1gb plan myself.
Where have you been. They give me a nice discount for having my own phone.
4 phones, 10gb data, tethering - TOTAL bill is $160 for 4 phones (plus tax of course)
Unlimited data and the old $10 for 1000 text plan keep me where I am. All but one person I text with is on iMessage so $20 plan is a waste. So I haven't had a reason to even look at the new plans.
