Wasn't there some kind of law passed in the US that stated all phones would have to be unlocked upon request? Early next year maybe? Or did I imagine this?

You're confusing it with the law that made third party unlocking legal again (the one that practically did nothing because people used third party unlocks without punishment when it was "illegal" anyway).

There also a bunch of AT&T MVNO's aside from StraightTalk (assuming AT&T locked phone). So far, absolute cheapest plan I've seen if you're always on wifi and don't do a lot of calls and texts is $40 for one year of service (H2O Pay As You Go $10).Oh, is that all? Lots of options then.
