Does anyone have any idea when PowerBooks might start shipping with Panther rather than having to pay for the upgrade/hastle?

they have been...

just make sure that if you buy one from anywhere other than apple (ie, macmall.com or something) that you specifically ask that on the phone, because they have no problem selling you a machine from stock that doesn't have it installed.

on the up side, anything bought on or after the date panther was announced can get it for 20 bucks s/h charges, and if you browse this site a little, you'll find that even machines bought before then (As in laptops, g5's all get it for free) are eligible for the upgrade of only 20.

My friend just bought a new 12" PB on the 24th -- the evening Panther was released -- and the Apple Store folks simply threw in a free upgrade copy of Panther with it. So I don't think you have to buy from a 3rd party retailer.
