Where are my ringtones?

I have purchased like 10 ring tones, but they aren't showing up in my iTunes library and when I check for downloads, it says I have none. I want to put my ring tones on my new 3GS. How do I get them back?
 
Ok... so I noticed that none of the songs I bought for ringtones are showing up at all. I went to try and buy a song I have already bought, and it's asking me if I wan't to purchase it again or upgrade to iTunes Plus. I don't even know what iTunes plus is. Why do I have to purchase something again that I already bought once?
