Is it possible for me to download the weather app and the stocks app that come standard with the smaller iOS devices (iPhone touches, iPhones) - if so, where can I find those applications for download? I can't find them in the app store.

Where can I download the Apple, Inc. stock weather/stocks applications?

They're not available for iPads. I like The Weather Channel, WeatherBug and Weather+ for weather apps, and there are lots of other options too. I don't personally have any stock app suggestions, as I usually track investments with the apps from each respective company.
Apple store workers told me those specific resources aren't apps in the store. They were custom designed for certain devices to utilize.

No where legally. They are copyrighted material and the copyright holder (Apple) choose not to make them available for download. As a moderator I would note any links to them are not allowed on these forums.
