Initially it said the folder can't be found, and trying it again made it makes that bleep sound and it doesn't go to the folder.
 
Those steps should work. How does this "folder can't be found" appear? (Like, in the box where you typed the path? ...or where?)
 
I don't remember, it only appeared initially. Probably close to the box.
 
I created my own "desktop pictures" folder right on the desktop itself.
I save pics "saved from here and there" that I like -- makes it easy to change the desktop when I feel like doing so...

Just browse for that folder.
(your boot drive)/Library/Desktop Pictures.

You could also make an alias for that folder, and place it on your desktop, which would give you immediate access to that folder for whatever you want to do...
