Where is iTunes Radio in iTunes

I appear to not have it. Is that because I am running Snow Leopard? I did install the iTunes 11.1 update.

So, wait, let me see if I understand this. No iTunes radio on my Macbook Pro (an Apple product) running OS X 10.6.8 (an Apple OS), but, on my work HP laptop (not an Apple product) running Windows XP (an even older, non-Apple OS), it shows up and works just fine.
