Apple: System Settings, then click Mouse in the sidebar. (You may need to scroll down.) - Point & Click - Natural scrolling https://support.apple.com/guide/mac-help/change-mouse-settings-mh29222/13.0/mac/13.0
If it’s not working like that, try searching for scrolling in Settings.

but i using wired mouse and it says Note: A wireless mouse must be connected with your Mac to display the settings listed below.

I’m using a wired mouse and the setting is there. Try to restart your Mac. If it’s still not showing, you can use Mac Mouse Fix 2.2.2 https://github.com/noah-nuebling/mac-mouse-fix/releases
