Where is my overscan display bar in my system preferences?

I have a MacBookPro 13" that I got in september of 09. I am on version 10.8.6 as well

My brother and I both have a henge dock for our mac's but he has the option for the overscan slider in system preference where mine just has the overscan option but no slider. Is this a hardware limitation because he has a newer version?
