Where is "Reply With Message" Option on iPhone?

Since I've started using my new 5, I haven't noticed these on the screen when receiving calls:

Reply with Message, Remind Me Later, etc.

Is this feature carrier specific?

You have to swipe up the bottom portion of the screen during a call (before having answered it, obviously) to reveal those options.
