where is the GM?

if all the pictures we have seen of 5s's and 5c's ready for shipping have ios7 installed, then where is the GM release?

does the GM go to dev's before the official release???

I'm sure the answer is in one or more of all the threads regarding GM. Nobody can say exactly when the GM is out, other then Apple. But my guess is on the 10.

The GM is always released after the event. Typically a week later the phone is released. During that week the developers have the GM in hand and can submit apps using iOS 7 API's.
